System Governance.

The opening presentation named the five departments that constitute this institution. What follows is not that introduction repeated. It is the charter that governs how those departments relate, defer, and hold their boundaries.

Jurisdiction

Within ZenX, every institutional function is assigned a distinct jurisdiction. No department performs the work of another. Archives does not interpret. Manual does not retain. Journals does not decide who may enter. Access does not write. The integrity of the institution depends on this separation being kept without exception.

System does not sit alongside these departments as a sixth. It is the authority by which their boundaries are set and enforced.

How Material Moves

A piece of material enters the institution through Journals, where it is written and still open to revision. Once its argument has settled, it does not remain in Journals — it is retained in Archives, where it may be consulted but no longer altered. The manner in which a reader is expected to approach it, at either stage, is set down in Manual. Whether a given reader may reach it at all is determined by Access.

This is not a workflow chosen for convenience. It is the order in which thought is permitted to mature, and the institution does not shorten it.

Material moves through these four stages. It is not shortened, and it does not return.

Why Separation Is Kept

A department that performs another's function loses the authority to perform its own.

A journal entry mistaken for settled doctrine is misread as certainty it has not earned. A retained text approached as though still in progress is misread as unfinished when it is not.

Separation is not bureaucracy. It is what allows each department to be trusted for exactly what it does.
